The Team
The Emergency Support Services (ESS) Program Unit is a dedicated and compassionate team within the Provincial Response Programs Branch, playing a vital role in supporting British Columbians during disasters. This established team of seven works collaboratively with various roles across the organization, including Program Coordinators, Policy Analysts, and Finance and Planning units, to develop policies, tools, and processes that strengthen emergency response efforts. As part of an award-winning program, the team’s work has had a meaningful impact on communities and volunteers across the province. The Role
The Program Evaluation Analyst is responsible for analyzing and reporting on the performance of branch programs and services, providing key recommendations for improvement. This role involves compiling, reviewing, and verifying information to identify trends and insights that inform program decisions. The position supports the development and implementation of a performance measurement plan, playing a vital role in ensuring effective emergency response services for British Columbians. As part of a collaborative team, the role offers the chance to engage in meaningful, dynamic work that directly impacts the community in a fast-paced and innovative environment.

Qualifications:
Education and Experience Requirements

  • Bachelor’s degree in business administration, GIS, data science or computer science, statistics, math, or a related field AND two (2) years of related experience*; OR
  • Diploma in business administration, GIS, data science or computer science, statistics, math, or a related field AND three (3) years of related experience*; OR
  • Certificate or coursework in, business administration, GIS, data science or computer science, statistics, math, or a related field AND four (4) years of related experience*; OR
  • An equivalent combination of education and experience may be considered.

*Related experience must include all of the following:

  • Experience in analyzing and evaluating program performance using performance management theories, principles, models, and related systems/technologies.
  • Experience leveraging structured and unstructured data sources to conduct quantitative analysis.
  • Experience determining appropriate use of various problem structuring methods and statistical methods for sampling, distribution assessment, bias, and error.

Preference may be given to candidates with any of the following:

  • Experience using Microsoft Dynamics.
  • Experience with PowerBI.
  • Experience working in emergency management.
  • Experience in business workflow process mapping.

Applicants must be able and willing to:

  • Work on-call and extended hours during emergency activations and participate in operational deployments throughout the province.

About this Position:
This is a temporary opportunity until November 30, 2026. This position may be extended or become permanent.
