Department Overview:

Residing within Enterprise Protect, the Global Anti-Money Laundering (GAML) Technology team is responsible for the delivery and support of technology solutions for the respective GAML business unit. Given the ongoing pace of regulatory change and ongoing importance of risk management, this is a fast-growing area within the bank translating into considerable demand and growth within its technology teams.

We are looking for someone to lead the creation of a comprehensive end-to-end detailed solution with overall accountability for the technical design and delivery of the System Design Specification (SDS). You’ll be exposed to stretch assignments as you take on large-scale, complex and/or enterprise-wide projects.

Here’s some of what you may be asked to perform:

  • Work closely with architecture, business owners, analysts, and developers to develop extraordinary solutions to suit business needs.

  • Support the Sr IT Solutions Designer Specialist in design, development and deployment activities for LCTR API and FINTRAC application / API

  • Continuously enhance knowledge / expertise in own area and keep current with leading-edge technologies, emerging trends / developments, and grow expertise of the business, applications, infrastructure analytical tools and techniques

  • Investigate the potential of emerging and enabling technologies.

  • Develop and document a detailed solution design within SDS, impart your subject matter expertise throughout life cycle.

  • Participate in applications and systems development and some programming when required.

  • Document and present innovation areas of opportunity to the team based on your own findings and experiences.

  • Conduct code reviews to ensure adherence to quality, reusability, and ease of maintenance.

  • Review technical deliverables for quality throughout detailed design and development phase, identify gaps or redesign as needed.

  • Respect TD’s technology delivery practices and standards, project management disciplines, business technology architecture, and risk and production capacity – this includes thorough project requirements, documentation, scope estimates, and costs.

  • Act as developer lead on a diverse range of activities (e.g., design, support of technical business solutions) and be relied upon to coach / educate and monitor the work of others for feasibility.

  • Ensure design leverages existing reusable components, traces back to business requirements, and that new modules are designed with reusability in mind.

  • Support a positive work environment that promotes service to the business, quality, innovation, and teamwork and ensure timely communication of issues / points of interest

Job Requirements:

  • Undergraduate or Graduate degree or Technical Certificate

  • 3 – 5+ years of relevant development experience including:

    • Environments: Window Server, Linux operating systems; Oracle, DB2 UDB, MS SQL Server, database management systems; Eclipse, JBoss Studio and MS Visual Studio development environments; VMC environments including VDI desktops.

    • Language Profile: Java EE, NodeJS, Python, HTML and JSP technologies including working with JSON and XML file parsing tools

    • Proficient with TD API and OAuth frameworks; Web services architecture design including F5 load balancing, performance, and DR testing;

    • Familiar with of IMS connect to be able to connect to DB2 mainframe

    • Change Management Tools BitBucket, GitHub ( including continuous improvement tools like EDP and Jenkins)

    • Data Analytics Profile: Expertise and oversight for high volumes of data feeds; Lead data investigations of missing data points and provide recommendations for resolution / remediation; Collaboration with system and data architects to create System Design Specifications for large scale/volume; Previous banking and Anti-Money Laundering experience; Data lineage / mapping and traceability an asset; Risk Assessment knowledge an asset.

  • Mainframe experience an asset.

  • Strong collaborator who engages colleagues, business partners, external stakeholders, and employees

  • Resourcefulness – understanding of whom to engage to identify solutions and resolve issues.

  • Excellent judgment, impact, and influence capability, with a demonstrated ability to work effectively with leaders at all levels across a broad range of stakeholders.

  • Experience with TD technology delivery practices and standards and project management disciplines, business technology architecture, and risk and production capacity, an asset

  • Expert knowledge of the business, the broader organization, technical environment, processes, procedures, tools, and other relevant technology areas (e.g., Architecture, Infrastructure, Security etc.) from a design / support / solutions perspective, an asset

  • Superior communication, presentation, analytical and problem-solving skills

  • Experience / knowledge of FINTRAC (LCTR) Regulatory Reporting an asset.
