The Team
The 2023 Wildfire Recovery Surge Operations team is a small, multidisciplinary group committed to supporting communities impacted by recent wildfires and other hazards. Comprised of around eight regionally distributed members, the team collaborates closely with the coordination branch and other recovery staff to connect affected areas with provincial, federal, and NGO resources.
The Community Recovery team has five regionally distributed members, and actively engages and advocates for communities affected by all hazards outside of the 2023 wildfires.
The work of both teams often involves partnering with local governments and occasionally engaging directly with residents to deliver essential support. Known for their flexibility, eagerness to learn, and dedication to helping, these teams offer a valuable opportunity to make a tangible difference in British Columbia while gaining insights into multiple government mandates and services.
The Role
This Recovery Operations Officer focuses on managing projects, advocating for impacted communities, and improving organizational processes to better support future disaster events. With a strong social impact, the position primarily serves British Columbians facing socio-economic challenges, especially in rural areas, addressing inequities often heightened by disasters. Success in this role requires motivation, resilience, and effective stress management, as candidates will frequently engage in challenging social interactions. As part of the second surge response team established since 2021, this role builds on previous achievements and aims to enhance support for communities impacted by the 2023 events, fostering long-term resilience and preparedness.
Qualifications:
Education and Experience Requirements
- Minimum six (6) months of disaster recovery experience in British Columbia; OR two (2) years of experience interacting directly with crisis-impacted individuals, communities and partners; AND
- Bachelor’s degree in emergency management, community development, social services, natural resource management, project management, or a related discipline AND a minimum of two (2) years of related experience*; OR
- A diploma in emergency management, community development, social services, natural resource management, project management, or a related discipline AND a minimum of three (3) years of related experience*; OR
- A certificate in emergency management, community development, social services, natural resource management, project management, or a related discipline AND a minimum of four (4) years of related experience*; OR
- An equivalent combination of education and experience may be considered.
*Related experience must include all the following
- Experience in planning, coordination, evaluation and reporting of multi-party emergency management (planning, response, recovery, and/or mitigation) services.
- Problem solving complex and multi-party issues.
- Developing and maintaining relationships in communities, including representatives from all levels of government, private sector organizations, Indigenous peoples, partners and others.
Preference may be given to applicants who have any of the following:
- Leading the planning, coordination, evaluation and reporting of multi-party emergency management (planning, response, recovery, and/or mitigation) services.
- Preparing and delivering presentations to a wide variety of internal and external audiences.
- Preparing reports and making recommendations for senior audiences.
- Guiding and facilitating the work of project teams or individual resources.
Applicants must be willing and able to:
- Be deployed for up to two weeks at a time to provide on-site disaster recovery coordination services.
- Travel to support community recovery operations to locations anywhere in the province.
- Work on-call and extended hours during emergency activations.
- Possess and maintain a valid Class 5 or Class 7 BC Driver’s Licence.

Three (3) positions available.
There are two (2) temporary opportunities until November 1, 2025.
There is one (1) temporary opportunity until June 1, 2025.
Flexible work options are available; this position may be able to work a few days at home per week subject to an approved telework agreement.
Flexible work options may not be available during emergency operations response periods.
An eligibility list may be established to fill future temporary and permanent vacancies.
