The Business Compliance Manager is responsible for overseeing CN’s expense management business processes to ensure awareness of compliance requirements and issues. The incumbent performs audits on assets, expenses and payments to employees, and vendors. The role assists in developing internal controls and policies, identifies gaps in processes and procedures, and develops training material to address gaps. The position manages the Company’s risk of non-compliance, which includes preventing, deterring, and detecting fraud, identifying opportunities for cost savings, and providing training to Officers on corporate practices and policies to promote good behaviour and compliance.

Main ResponsibilitiesVendor Audits

· Perform vendor audits to ensure compliance against contracts, Master Service Agreements (MSA), and quotes

· Detect non-compliant overbilling, generate billing disputes with vendors, and ensure recoveries on overbilling

· Identify non-compliant actions and advise processors and approvers concerning corrective measures

· Redirect vendors in MyCNvouchers (MCV) to correct procurement channel such as Purchasing Card (PCARD), Ariba, and Fieldglass (FG)

· Collaborate with Management to ensure Officers are aware of compliance requirements and issues

· Assist with developing internal controls and policies designed to meet compliance requirements

· Provide training to Officers on corporate practices and policies to promote good behaviour and compliance

Spend Review and Audits

· Audit spends related to travel and Purchase Card (PCARD) to ensure compliance and detect fraudulent claims

· Audit monthly payment to vendors to ensure compliance and identify vendors that may require full audit

· Review monthly telecommunication costs and usage

· Monitor unused telecom devices, as well as the ones assigned to inactive employees

Develop Direct Reports and Build Networks

· Support learning and development opportunities to improve team competencies, knowledge, and experience

· Build a strong internal and external network that supports the organization’s reputation

· Cultivate influence internally and externally in addressing expense compliance issues

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The role requires minimal travel (15%). Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.

RequirementsExperience

Auditing

· Between 3 to 5 years of experience in internal auditing, preferably contract auditing

Education/Certification/Designation

· Bachelor’s Degree in Accounting or Finance

· Certified Public Accountant (CPA) *

· Certified Fraud Examiner (CFE)*

· Certified Internal Auditor (CIA)*

*Any designation for these above would be considered as an asset
